Slow Growth of DG Amenability of the Grid (poor use of DER functionality): During the REV Proceeding, Pace Energy and Climate Center strongly advocated the importance of insuring that distribution system capital plans of the utilities ought to be closely synchronized with the goals and objectives of REV. "New forms of investment that augment the functionality of the distribution system are fundamental to REV's goals for customer engagement, innovation, and productivity enhancement. Pace observed that the distribution system capital plans of the utilities have to be in sync with the goals and objectives of REV. This process requires active direction to the utilities that, year by year, the grid must demonstrate signifi cant and suffi cient added functionality to accommodate and to fully utilize the capabilities of distributed energy resources. Distribution investments have very long ser vice lives. The equipment that is put in place today may depreciate over 30 years. It is imperative that the utilities make consistent and necessary progress in the capabilities of the system to fully utilize distributed energy resources as dynamic assets supporting a wide array of new grid services." 21 The REV goals include: • Making energy more affordable for all New Yorkers • Building a more resilient energy system • Empowering New Yorkers to make more informed energy choices • Creating new jobs and business opportunities • Improving our existing initiatives and infrastructure • Cutting greenhouse gas emissions 80% by 2050 • Helping clean energy innovation grow 45
